Balázs graduated from the Faculty of Economics of the University of Pécs with MSc degrees in Marketing and  Regional Policy of EU and Hungary. He also earned a BSc in Electrical Engineering atthe Faculty of Engineering and IT. Balázs worked on the field of regional development for 12 years as the project manager and later as the head of the Foreign Relations Unit of South Transdanubian Regional Development Agency. Since 2005, he has been managing international projects mainly to support tourism, innovation and energy management - he also performs expert tasks in the latter topic. Balázs joined the international project team of the University in 2016 He is also a member of the Green University program, for which he develops and leads climate protection projects.
